This well-preserved chrome keepsake is just dripping in old school and retro - you can almost hear the AM gold radio tunes of the era just by looking at the thing. I'm pegging that era at 1970s or 1980s - an educated guess (from a recently resigned 20+ year career in graphic design), based on the graphics and typefaces used on this classic mini measuring tape and its packaging. But I'd wager there's a slight chance of late 1960s, as well. You may know better than I do, if you're familiar with Empire Level Mfg. Corp. out of Milwaukee, Wisconsin. Normally I research these things and include some knowledge and background in my listings, but as a one-man operation, that's proven to be an extremely cost-ineffective practice for items like this one. So I leave it to you, like a normal eBay seller! The photos are your detailed description, and I urge you to study them and form a complete understanding of what you're bidding on. As you'll see, the package wears the hallmarks of four or five decades in service on its main cardboard frame - it's creased and bent and dog-eared around the edges. But it seems to have done its job well, because the tool itself looks perfectly unscathed, along with the fitted shrink-plastic that surrounds and covers it. This is, of course, based only on what I can see through the packaging - as with any brand new, sealed product, a full inspection can't be done without destroying that sealed package.
